Why is Chidambaram's 1997 Budget called 'Dream Budget'?

The 1997 Union Budget, which was presented by the then-Finance Minister P Chidambaram, is popularly called the 'Dream Budget' for its bold reforms. The Budget lowered maximum marginal income tax rate for individuals to 30%, and reduced the income tax rate for domestic companies to 35%. Peak customs duty was reduced to 40%, and the excise duty structure was simplified.
