Why is Russia, one of the world's largest oil producers, facing a fuel shortage?

Russian President Vladimir Putin admitted that the country is facing "a certain shortage" of fuel, despite Russia being one of the world's largest producers of crude oil. The shortage was caused by repeated Ukrainian strikes on critical energy infrastructure across Russia. Putin said such strikes "create problems, that's obvious", while revealing that Russia has begun using its fuel reserves.
