The EC explained why voter list revision is required while announcing the exercise in 12 states/UTs. It stated that many changes occurred in voter lists due to frequent migration that resulted in voters getting registered at more than one place, non-removal of dead voters and wrongful inclusion of foreigners. It also stated that last SIR was conducted 21 years ago.
