Legal experts have said the PC Ghose Commission report on the alleged irregularities in the construction of the Kaleshwaram Lift Irrigation Scheme is redundant and infructuous in the eyes of the law. They said it is primarily because it did not give the individuals held guilty an opportunity to defend themselves, as required by a Supreme Court ruling.
