Warning the West against producing arms in Ukraine, ex-Russian President Dmitry Medvedev said, "The decision should be greeted with salvos of Kalibr (cruise missiles) and other...pyrotechnic devices." Ukraine is in talks with Germany, Italy and France to produce arms in Ukraine. In May, Ukraine said it was in talks with a UK defence company to set up a Ukrainian base.
