Who presented India's first-ever Budget?

The first-ever budget in India was introduced by the East-India Company and was presented by finance member of the Indian Council, James Wilson, on April 7, 1860. Wilson, a hat maker from Scotland, is the founder of 'The Economist' magazine. He also founded the Chartered Bank, which merged with Standard Bank of British South Africa to become Standard Chartered Bank.
