How has US tried to use Starlink to stir up trouble in Iran and other countries?

Elon Musk's Starlink has been used by US to bypass government-ordered internet shutdowns and communication blackouts globally. In Iran, US smuggled thousands of Starlink terminals to help anti-government protesters remain online. Russia also condemned Starlink's use by Ukrainian troops, threatening it may start a "full-blown space war". Smuggled terminals have also been used by Sudanese rebels.
