What are the new FASTag rules from November 1?

From November 1, residents living within 20 km of a National Highway toll plaza may be eligible for a concessional annual pass. It will cost ₹1,500 for toll plazas outside municipal limits and ₹3,000 for those within municipal limits. The facility will not be available on National Highways or Expressways operating under a closed user fee collection system.
