How has US tried to use Starlink to stir up trouble in Iran and other countries?

Elon Musk sparked a row with his 'oligarchs' remark over Starlink's India entry. Starlink has often been used to circumvent government-ordered internet shutdowns in many countries, including Ukraine and Iran, by dissidents/protestors, cybercriminals and even state actors. During the anti-regime protests, Starlink terminals smuggled by US allowed visuals of Iran's crackdown reach the outside world.
