US Customs and Border Protection told a federal trade court it cannot comply with an order to refund tariffs imposed under Donald Trump, citing system limitations and the massive volume of import entries. The agency said over 53 million entries from 330,000 importers are involved and expects a new automated refund system to be ready within 45 days.
