Why are India the away team for T20I series being played in Delhi?

India are officially the away team for three-match T20I series against Afghanistan in Delhi because Afghanistan are the designated hosts under their Future Tours Programme. For security reasons, Afghanistan cannot host matches at home and instead stage fixtures in India or UAE. Afghanistan have hosted teams in India before, but it's their first home series against India on Indian soil.
