The Supreme Court, during a hearing on legality of Special Intensive Revision (SIR) on Wednesday, said it will examine whether Election Commission (EC) can exercise its powers like an "unruly horse". Notably, the petitioners have argued in court that the EC is not following its own rules while carrying out the SIR exercise in states.
