Why did US call 3 Indian places as 'ugly sisters' of its towns?

US has called India's Pune, Gujarat and Chennai as "ugly sisters" of its manufacturing towns Cincinnati, Dayton and Columbus. As per US, Chinese-origin components are being incorporated into products in Indian factories before being exported to US as Indian-origin products. US says this can allow firms to bypass tariffs imposed on Chinese imports while putting pressure on American manufacturers.
