Russia controls nearly 20% of Ukraine. Russia currently controls Ukrainian territory including Crimea, which it annexed in 2014, all of Luhansk, around 80% of Donetsk, about 75% of Kherson and Zaporizhzhia, and very small portions of the Kharkiv, Sumy, Mykolaiv and Dnipropetrovsk regions. Ukraine has said it would not cede territory to Russia.
