Why is passport not a proof of Indian citizenship?

The Centre has clarified that passport is a travel document and has never been a citizenship proof. The Centre referenced 2013 judgement of the Bombay High Court, stating that possession of a passport doesn't establish citizenship. The Centre also highlighted Section 20 of Passports Act, 1967, which includes a provision for issuing Indian passports to non-citizens as well.
