How did India go from expecting overflow of sugar to a shortage in just one year?

At the beginning of the season, sugar industry expected production to be considerably higher than the previous year, prompting government to permit exports. However, production estimates were revised downward several times, mainly due to excess rainfall and crop failure. With festive demand rising, supplies tightened and prices skyrocketed, following which exports were banned and imports allowed.
