A parliamentary committee has said it is unjustified to charge passengers full fare for RAC (Reservation Against Cancellation) tickets without providing a confirmed berth. The committee suggested that the Railway Ministry should create a system for partial refunds to such passengers who couldn't get a full berth. Under RAC system, passengers are allotted a shared seat instead of full berth.
