Only 4% of UPI transactions to merchants may attract fee under proposed law: Report
One in every 25 UPI payments to businesses may attract a Merchant Discount Rate (MDR) under the proposed payment law amendments, Business Standard reported, citing UPI payments data from 2025-26. Only 4% of person-to-merchant (P2M) UPI payments in 2025-26 exceeded ₹2,000, according to Ministry of Finance data. These transactions accounted for around two-thirds of UPI payments by value.
