What do the ICC rules say about like-for-like concussion substitution?

India replacing concussed all-rounder Shivam Dube with pacer Harshit Rana in fourth T20I against England sparked controversy. As per ICC rules, match referee should approve concussion replacement request if replacement is like-for-like player whose inclusion won't excessively advantage team for remainder of match. Further, the match referee's decision will be deemed final and can't be challenged.
