US sanctions 11 Cuban military and economic actors

The US State Department designated 11 Cuban actors — four nickel-mining enterprises, four military R&D entities, and three senior officials — under Executive Order 14404. Washington accused Cuba's military elite of diverting national resources while ordinary citizens lack food and power. Earlier sanctions in August targeted Cuban arms procurement networks.
