Internal emails from Canada's High Commission in New Delhi said some Indian students entered into "marriages of convenience" so their spouses could obtain open work permits in Canada. The report said working spouses helped finance students' tuition fees and living expenses, adding that many applicants relied on such arrangements because of the high cost of studying and living in Canada.
