Russia condemned the EU's 21st sanctions package and vowed a response. Calling the new sanctions "illegitimate unilateral coercive measures", Russian spokeswoman Maria Zakharova said, "We'll respond...with effective and tough measures." The new sanctions propose listing 170 individuals and entities targeting Russian banks, crypto networks, drone production, oil traders and refiners.
