Why has ICMR warned against usage of non-stick pans for cooking?

Non-stick pans coated with teflon are a risk if heated to temperatures greater than 170°C, said ICMR. This might happen if empty pan is left on burner for long time. In this case, coatings can give off irritating or poisonous fumes. Usage and cleaning instructions should be strictly followed, and they should be discarded when coating is worn-out or damaged.
