HC fines Punjab Chief Secretary ₹1 lakh over DA arrears non-compliance

The Punjab and Haryana High Court imposed a ₹1 lakh fine on Punjab's Chief Secretary for failing to comply with its orders on Dearness Allowance arrears for state employees and pensioners. The court also directed the Chief Secretary to file a personal affidavit and appear before it on November 3, 2026.
