European Union countries on Wednesday agreed to make it tougher for Russian citizens to enter the 27-nation bloc, but failed to develop consensus on imposing an outright ban on tourists. EU foreign ministers made the decision in retaliation to Russia's war on Ukraine. The plan is to lengthen the process to obtain short-term visas to enter Europe's passport-free travel zone.
