What is the Kuril Islands dispute between Russia and Japan?

Russian President Vladimir Putin visited the Kuril Islands for the first time, reigniting a long-standing territorial dispute with Japan. The Soviet Union seized the islands in the final days of World War II in 1945. Japan calls the southern islands the "Northern Territories" and claims sovereignty over them, while Russia has maintained control and a military presence there since then.
