India proposes to change how people get a learner's driving licence

The Centre has proposed new rules for learners' driving licence tests across India that may make it tougher to get a licence. The test's passing marks would be increased from 60% to 75%, and people applying for a learner's licence would have to take a 30-minute tutorial within 15 days of applying. Driving licences may also get colour-coded formats.
