PDP chief Mehbooba Mufti on Sunday said that Jammu and Kashmir Legislative Assembly Speaker, Abdul Rahim Rather "is imposing a form of martial law while occupying a constitutional position". Rather had conveyed his displeasure about publicity of House business notices ahead of Budget session. He asked members to stop committing a "breach of privilege" which drew criticisms from Opposition parties.
