What is cookie stuffing?

Cookie stuffing is a deceptive online practice in affiliate marketing where a fraudster secretly places tracking cookies onto a user's browser. This tricks a retailer into paying an unearned referral commission when the user eventually buys something, even though the stuffer did nothing to drive the sale. Bill Gates' daughter Phoebe's shopping startup, Phia, has been accused of cookie stuffing.
