Opposing PILs seeking an income-based sub-quota within SC/ST categories, the Centre told SC that such a categorisation can only be introduced after a holistic review and empirical study. The Centre said the petitions neither raise a constitutional question which requires SC's interpretation, nor do they disclose infringement of any fundamental right. Centre said only Parliament can decide on this.
