The US President has sole authority to authorise the use of US nuclear weapons. Using 'nuclear football' which contains the launch codes, the President can authorise a launch without needing prior approval from Congress. There are procedural checks to verify the order's authenticity, but there's no formal veto mechanism once the President decides. The decision can be implemented within minutes.
