The US Treasury Department has sanctioned China's second-largest 'teapot' refinery, Hengli Petrochemical, for buying billions of dollars' worth of Iranian oil. Teapot refineries are small, independent plants that account for about a quarter of China's refining capacity. The agency also sanctioned about 40 shipping companies and vessels that operate as part of Iran's shadow fleet.
