What are the rules regarding service charges in restaurants?

As per Central Consumer Protection Authority, restaurants cannot automatically add service charges to bills or collect them under another name. Payment is voluntary, and customers cannot be denied services for refusing to pay. They cannot levy GST on bills that include a service charge. Recently, Delhi's Shangri-La Eros hotel was fined for adding service charge at its Mister Chai restaurant.
