How has FCRA evolved since its introduction during Emergency imposed by Indira Gandhi?
The Foreign Contribution (Regulation) Act (FCRA) was enacted in 1976 during the Emergency under then PM Indira Gandhi. A 1984 amendment made registration compulsory for NGOs receiving foreign funds. The 2010 Act introduced five-year registration validity and stricter renewal rules, while the 2020 amendment prohibited sub-granting and reduced the administrative-expense ceiling from 50% to 20%.
