Nepal PM urges grants after glacier flood kills 1,450

Nepal PM Balendra Shah, speaking at the UN, urged world leaders to provide grants, not loans, after a glacier flood killed 1,450 and damaged infrastructure worth 10% of GDP. He proposed a Nepal-India-China Himalayan monitoring mechanism for early warnings. The World Bank pledged up to $170 million in emergency support.
