Why has Trinidad and Tobago declared a state of emergency?

The dual-island nation of Trinidad and Tobago declared state of emergency on Monday after 67 people were killed in December in violent clashes. This comes after "brazen acts" by criminal gangs, which now use high-calibre firearms, took country's annual death toll to 623. Acting Attorney-General Stuart Young said he expected a wave of reprisal attacks that'd endanger public safety.
