Lint usually forms in people's belly button due to body hair that catch and pull fibre from clothes they wear or towels they use after bath into the navel. The collected fibre gets compacted into felt-like ball due to moisture and movement. Belly button requires regular cleaning as it can contain multiple types of bacteria.
