Why were Miller and Stubbs allowed to bat twice in Super Overs?

South Africa's David Miller and Tristan Stubbs batted twice in Super Overs against Afghanistan in their T20 World Cup match. According to rules, only batters dismissed in previous Super Over cannot bat again. As Stubbs and Miller remained not out in the first, they were eligible to bat again, unlike Dewald Brevis, who had been dismissed.
