China said it'd signed a secret pact with Philippines over getting access to South China Sea islands in 2016. The pact allowed fishing around islands but restricted access by military, coast guard, other official planes and ships to 12 nautical mile limit of territorial waters, China said. The countries have been embroiled in territorial disputes in South China Sea.
