After US and Iran signed the Memorandum of Understanding to end the war, Iran's top negotiator Mohammad Bagher Ghalibaf said, "The agreement is a record of US failure. People will see it and judge." The MoU includes US waivers on crude oil and petrochemical exports by Iran and plan to create a $300-billion rehabilitation and reconstruction fund for Iran.
