Who would be exempt from US H-1B visa fee hike?

The US Department of Homeland Security has proposed an additional $103,265 (around ₹98 lakh) fee on H-1B visas. The fee would not apply to H-1B petitions exempt from the annual cap, including those filed by certain nonprofits, government research organisations and higher education institutions. It would also exclude petitions for workers already counted against the H-1B cap.
